Transportation in Southwest Riverside County is not one single system. The right option depends on where the trip starts, the rider's age or disability status, whether public transit is usable, and whether the destination is a medical appointment, senior meal program or everyday errand.

This guide is for seniors, caregivers and families in Temecula, Murrieta, Menifee, Lake Elsinore, Wildomar and nearby communities. It explains the main public and nonprofit programs, what each one is designed to do, and what to confirm before scheduling.

Program rules, fares and capacity can change. Contact the program directly before relying on a ride for an important appointment.

Quick answer

  • RTA Dial-A-Ride is an advance-reservation service. Local senior/disabled service generally applies within the program's defined service area near fixed routes; ADA priority service requires certification.
  • Menifee Care-A-Van is a reservation-based shuttle for Menifee residents age 60 or older and people with disabilities, with travel within Menifee and to designated nearby medical centers.
  • TRIP Riverside County does not send a vehicle. An enrolled rider arranges rides with a friend, neighbor or family member, and TRIP reimburses mileage under program rules.
  • Temecula Senior Nutrition Transportation is specifically for eligible Temecula residents traveling to and from the Mary Phillips Senior Center nutrition program—not for general errands.
  • VA Loma Linda DAV vans serve eligible Veterans traveling to scheduled VA medical appointments and require advance coordination.

Which transportation program fits the trip?

  • RTA Dial-A-Ride: For adults 65+ or riders with qualifying disabilities. It serves eligible trips within defined RTA route and service boundaries; ADA priority service requires separate certification.
  • Menifee Care-A-Van: For registered Menifee residents age 60+ or with disabilities. It serves Menifee trips and designated nearby medical centers with advance registration and reservations.
  • TRIP Riverside County: For Riverside County residents who cannot drive and cannot use public transportation. The enrolled rider arranges essential trips with a volunteer driver; TRIP does not dispatch drivers.
  • Temecula nutrition transportation: For eligible Temecula residents age 60+ without a vehicle or unable to drive for medical reasons. It only serves the Mary Phillips Senior Center nutrition program and requires an application.
  • VA Loma Linda DAV van: For eligible Veterans with scheduled VA medical appointments. Riders must meet program rules, and the DAV van page says riders must be ambulatory.

Riverside Transit Agency Dial-A-Ride

Riverside Transit Agency Dial-A-Ride provides advance-reservation, origin-to-destination service. RTA says local senior/disabled service is available to adults age 65 or older and people with qualifying disabilities. No application is required for that local service, but proof of age or disability is required on the first trip and photo identification is required for each trip.

ADA priority service is different: riders must complete RTA's ADA certification process. Local service is generally limited to areas within three-quarters of a mile of an RTA local fixed route. City names alone do not prove that a trip is eligible, especially in unincorporated Winchester or French Valley; the reservationist should confirm both addresses.

As reviewed in September 2026, RTA publishes a base fare of $3.50 per passenger per boarding, with a maximum of $10.50 for a one-way trip depending on zones and transfers. Fares can change. Call 1-800-795-7887 to confirm eligibility, the fare and a pickup window.

City of Menifee Care-A-Van

City of Menifee Care-A-Van is a free, reservation-based shuttle for registered Menifee residents age 60 or older and people with disabilities. The city's current transportation flyer lists weekday service from 8 a.m. to 5 p.m., travel within Menifee and transportation to designated nearby medical centers. It lists a suggested $3 donation, but says the donation is not required.

Registration and advance scheduling are required. Call 951-791-3572 and ask whether the requested destination, date and mobility accommodation are available. Do not assume every medical facility outside Menifee is covered.

TRIP Riverside County

TRIP Riverside County is useful when a person cannot drive or use public transportation but has a trusted friend, neighbor or family member who can provide rides. The rider—not TRIP—chooses the driver and arranges the trip.

TRIP says enrolled riders pay nothing. As reviewed in September 2026, it reports reimbursing 45 cents per mile so the rider can compensate the volunteer driver. The reimbursement rate and individual mileage allowance may change, so confirm them during enrollment. Applicants must be Riverside County residents; enrollment starts with a telephone interview and application, followed by eligibility review. Call 951-653-0740.

Temecula nutrition transportation

Temecula Senior Nutrition Transportation provides door-to-door round-trip transportation to the Mary Phillips Senior Center nutrition program. The city describes it for Temecula residents age 60 or older who do not own a vehicle or cannot drive for medical reasons.

An application is required and acceptance is not guaranteed. The city currently lists $1 per round trip or $15 per month, with pickup generally between 8 and 9:30 a.m. and return between 12:30 and 2:30 p.m. The rider also needs a meal reservation. Call 951-694-6464 to verify current terms.

Transportation for VA appointments

VA Loma Linda DAV Van Transportation coordinates no-charge rides for eligible Veterans traveling to scheduled VA medical appointments, subject to authorization, reservations and space. The official VA page says DAV van riders must be ambulatory; Veterans who need wheelchair transportation should ask the VA about other transportation options. Call 909-894-7857.

How to choose and prepare

  1. Start with both addresses. A program may serve a city but not the exact pickup or destination.
  2. Describe mobility needs. Ask about wheelchair access, assistance from the door, personal attendants and service animals.
  3. Ask about eligibility before the appointment date. ADA certification and program enrollment can take time.
  4. Confirm the complete cost. Ask whether the fare is one-way, per boarding or zone-based and whether an attendant pays.
  5. Build in time. Shared rides may involve a pickup window and other passengers.
  6. Ask about the return trip. Medical appointments do not always end at a predictable time.

Frequently asked questions

Does RTA Dial-A-Ride serve all of Winchester and French Valley?

No. RTA eligibility depends on route and service boundaries, not only the community name. Give the reservationist the exact pickup and destination addresses.

Does TRIP provide a driver?

No. An enrolled rider chooses a friend, neighbor or family member as a volunteer driver. TRIP reimburses eligible mileage under program rules.

Is Temecula nutrition transportation available for medical appointments?

No. That city program is specifically for eligible trips to and from the Mary Phillips Senior Center nutrition program.

How early should I arrange a ride?

Call as early as the program allows. Registration or ADA certification can take longer than a routine reservation, and shared-ride capacity is limited.

Which option is free?

TRIP says rides are free to enrolled riders, the VA DAV van is no-charge for eligible trips, and Menifee lists Care-A-Van as free with a suggested donation. Eligibility and availability still apply.
